Pen Button Glitch

I have a GT-191 that I've had since late 2017. I've started using it again recently and there has been an odd glitch with the pen that's started happening. I have the buttons set to pan and eraser, but when I press the button to erase/pan, it goes back to drawing instead of erasing/panning. It does the same thing on other programs, I've used the second pen that came with the tablet, I've uninstalled and reinstalled the drivers multiple times, restarted my PC multiple times, and I've used both older and the newest drivers, nothing seems to fix it. https://youtu.be/O5zqYI64T4A Here's a video of the issue.
