New Kamvas GT-191 has blurry screen

We removed the protective plastic on the screen when unpacking and there's still look like a thin layer is still on the glass. It looks foggy when the screen is on. Is the screen protected with 2-layers of plastic? Should it feel like glass like my phone or is it supposed to be dull looking? Thanks!
