We are having the same problem. Can’t download the drivers for my daughter’s Christmas gift. This is so disappointing and may cause us to return the tablet of it isn’t fixed soon.

I was having the same problem-- the download server looks to be offline-- but one thing that did work for me was using the Archive.org Wayback Machine to get the drivers.
Search for the drivers and click the download link.
Wait for it to fail, and copy the URL from the URL bar.
If the Wayback Machine has archived the download, the download should either start, or you'll be prompted to select which date's snapshot you want to look at. If you're asked which to look at, find the newest one.
This doesn't work for everything-- the manual download didn't have an archive on the Wayback Machine-- but it did allow me to download the drivers I needed.

When I pinged the links for the drivers for WINDOWS for the Kamvas 12-13-16 I kept getting an invalid server response, which typically means that the address does not exist. Additionally, when attempting to download the files directly from the link, I kept getting a server not found response, which typically indicates that the files associated to the link have either been moved, deleted, or corrupted. Which brings us to the following potential problems, the files don't exist, the files were moved, the address was not set up correctly, or the address is pointing to the wrong file. Please update your driver files or fix the address for the drivers so that we may use your product.
Also, I do not render these services for free, please send me compatible usb type c to usb type c cable or a stand for the kamvas 12 for the troubleshooting services rendered.

NOTE: For graphic tablets and tablet displays with 2048 pen pressure, please use Version 12 driver while those with 8192 pen pressure can use Version 14. As of the moment, only HS610, HS611, Q620M and Kamvas 13 are compatible with Version 15 drivers.
